On October 29, after sunset, an aircraft of the Saudi-led coalition hit a prison complex in the port of Hudaydah, which is controlled by Houthi rebels. The attack left 60 people killed and dozens more wounded. In total, three airstrikes were conducted, with the first directly targeting the main building, and the other two targeting the security complex gate  and administration buildings nearby, say witnesses. The local authorities report that, although the prison is situated “within a security complex”, only some prison guards were present on site at the time of the attack, and most of the victims were among the 115 inmates jailed there for minor crimes or for pretrial detention.

Representatives of the Saudi-led coalition claim that the complex was “used by Houthi militia … as a command and control centre for their military operations,” so “the targeting protocols and procedures were followed fully.” Later the coalition blamed the attack on "bad information."

This attack was one of the deadliest, though not the deadliest, in a series of airstrikes recently conducted by coalition forces against the Houthi rebels. In fact, more than 100 civilian participants in a funeral ceremony had been killed in a coalition airstrike a few weeks before. Earlier this year the UN reported that more than 4,000 civilians had been killed in the conflict since its beginning in March 2015 and that about 60% of those deaths were attributed to airstrikes by the Saudi-led coalition.
