A Panel of Experts on Libya of the United Nations (UN) has recently submitted a report to the Security Council in which it has identified multiple threats to the peace and security of the country. The Panel, established pursuant the Security Council resolution 1973 of 2011, has denounced the ineffectiveness of the arms embargo, imposed on the country in 2011, entailing the prohibition for Libya to export arms, as well as for any UN Member State to supply the country with weaponry.
As reported by the Panel, extensive violations of the embargo are attributable to those Member States which directly support the parties to the conflict. Their involvement in the conflict further hinders the embargo’s implementation, given their failure to implement the sanctions, travel ban and asset freeze measures, and obstacles detection and interdiction by the United Nations. The report submitted to the Security Council lists all the detected violations of the embargo by the Government of National Accord Affiliated Forces, and by the Haftar Affiliated forces, indicating the type and the date of the violation, the equipment employed, and the Member State or party responsible.
In conclusion to the report, the Panel has expressed a series of recommendations to the Security Council and to the Security Council Committee established pursuant resolution 1970 of 2011, to increase the effectiveness of the embargo through more adequate implementation of the measures, and more efficient detection of violations. The recommendations entail the enacting of a landing and overflight ban across Libya, the designation of aircrafts and flag deregistration. Meanwhile, the peace efforts of the international community continue. In January 2020, at the Berlin International Conference on Libya, the governments of the countries involved in the conflict, the European Union (EU), the African Union, the League of Arab States, the UN Secretary General, and the Special Representative for Libya, gathered to achieve coordinated action in the country.
